While earning his degree in law enforcement at San José State University in 1970, Leavy participated in intramural football. Before graduating, he enlisted in the San Jose Police Department, and it was via their Police Athletic League that he got his start as a referee. Four years later, he was announcing varsity sports at the high school level.
