The Investors attempt to restore stability by licensing a new gang. They introduce a new sort of power by terrorizing the other gangs into obedience. One year after the death of Sean Wallace and the terrible reckonings of series one, the map and soul of London have been rewritten. The remaining Wallaces are scattered, the Dumanis damaged and estranged, and Elliot is now being compelled to work for the Investors.
As the Investors look down on a city plunging into turmoil they decide enough is enough and bring in reinforcements to restore control. As the old system crumbles, a ragtag group of characters from many walks of life band together to overthrow it. Who will win the struggle for London’s soul?
