Following a car collision on Tuesday that prevented westbound traffic from Illinois into Iowa on the Great River Bridge, two construction workers have died, and a woman is now being charged. According to the Illinois State Patrol, Pearson J. Franklin, 20, of New London, and Andrew Whitcomb, 35, of Burnside, IL, both perished as a result of injuries they sustained in the collision.
Emily Johnson, 21, of Gladstone, Illinois, received a written ticket for breaking Scott’s Law by improperly passing a stopped emergency vehicle, using an electronic communication device improperly, and failing to slow down in order to avoid a collision. The collision also resulted in minor injuries for Johnson.

Authorities claim Franklin and Whitcomb were putting up construction barrels for a work zone in the westbound lanes of the Great River Bridge at 8:03 a.m. while strolling behind their parked pickup truck and trailer, which had its yellow construction lights on.
A Westbound 2016 Mazda CX5 struck a barrel before continuing on, hitting Franklin and Whitcomb and inflicting fatal injuries. The two were employed by a Burlington construction firm, the Illinois State Patrol reported.
The westbound lanes were blocked until shortly after 2 p.m. due to the accident. Travelers entering Iowa from Illinois were advised to utilize either the Keokuk or Muscatine bridges because the Great River Bridge was blocked.
