According to various sources, Hughes, who was 31 at the time, gave Dahmer her permission to accompany her home.

Tony Hughes was born on August 26, 1959, and it has been reported that he has been deaf since he was a youngster as a result of the powerful medications he was given. Despite this setback, he was resolved to not let it derail his plans for the future. Tony went as far as to attend college in Madison, Wisconsin, where he also found modeling jobs.
Interestingly, on May 24, 1991, Tony and Jeffrey met at a gay pub in Milwaukee, Wisconsin. Though they were total strangers, the latter seemed sympathetic to his hearing loss and prepared to use written notes to convey their messages. Also, the serial murderer claimed to be a photographer and said he wanted Tony to come back to his apartment for a private nude photoshoot because of how gorgeous he was. Actually, Jeffrey showed a lot of enthusiasm and offered to compensate the model for his time.
Tony gave in to the stranger’s persuasiveness and followed him back to his flat. Inside, Jeffrey kept being his usual empathetic self and started exchanging notes with Tony. While the two sat and scribbled to one another for what seemed like an eternity, the guest became increasingly uneasy as he pondered when the photography would finally take place. Jeffrey attacked the victim and strangled him to death, but he was not the intended target.
It has been said that the serial murderer left Tony’s body at Jeffrey’s apartment for three days before beginning to dismember him. After his head was severed, the latter acid washed the skull to remove any remaining flesh so he could keep it as part of his collection. Everything else about the body, including the solvent used to dissolve the flesh, was thrown away and never found. The authorities discovered Tony’s skull in the serial killer’s apartment following Jeffrey’s arrest and used dental records to positively identify the victim as Tony.
Interesting for viewers to keep in mind is that there appears to be no indication that Jeffrey and Tony were developing a romantic relationship prior to the murder, despite the fact that this was shown in the Netflix drama. However, some accounts claim that Tony’s mother emphasized the fact that her son had started working for a new company two weeks before his death and that the name of the employer, Jeffrey, indicated a past link.

Shirley Hughes, Tony’s mother, was interviewed following Jeffrey Dahmer’s arrest and recalled her son as gregarious, happy, and eager to make friends. She added that Tony had been visiting relatives in Milwaukee and had planned to spend the night there the night before he was murdered. Moreover, Shirley, like the families of Jeffrey’s other victims, was devastated upon learning the truth about her son’s death, despite her frantic search for him after he went missing.
Soon after the news of Jeffrey’s murder broke, a group called Career Youth Development Inc. offered counseling services to the families of the victims. One of the therapists spoke of how Shirley, at first appearing to be completely broken, fought hard, put herself back together, and ultimately found peace in her religious devotion.
On top of that, the grieving mother vowed never to let another family go through what she had through. At the moment, Shirley and the rest of Tony’s family value their privacy and wish to keep a low profile. But it appears that their prayers and recollections have kept him alive while they fight off the forces of their dark past.
