Will The Stopgap Bill Bring Social Security To Workers?

Emergency plans to carry out free-flowing operations have been laid out by the IRS, Social Security Administration, and other federal agencies in the wake of a government shutdown.

Social security payments, tax refunds, and paychecks were underway for several federal workers while the government was on a threshold of the shutdown. This situation has been circumvented by Congress, for now.

A spokesman for the largest union of federal employees reported that a government shutdown could mean incurring potential losses as many federal workers would suffer without work.

On Sept. 30, a voting poll was held to undertake a stopgap deal, which received a vote by the Senate. The bill was signed as a measure to fund the government through Dec. 3, which was passed in a 65-35 vote. At least 34 Republicans voted with Democrats with 254 yes votes and the bill was passed by the House of Representatives, Market Watch reported.

The emergency plans are measured in a way that is likely to assume smooth functioning of Social Security payments that would continue during a shutdown. The tax return processing and tax refund payments would also become easier during the process.

After the vote was held, Everett Kelley, national president for the American Federation of Government Employees said, “Congress did the right thing by passing legislation to keep the government funded through Dec. 3. Bringing federal agencies to the brink of a shutdown was, once again, a terrible waste of resources and caused unnecessary worry and distraction.”

“So many federal employees are working night and day to contain a global pandemic that has taken the lives of more than 675,000 Americans, and the idea that they might not have received a paycheck on payday is unconscionable”, Kelley added.

Bill Awaits Biden’s Signature

President Joe Biden is yet to sign the bill for it to become fully operational.

Earlier, in a similar incident, the longest government shutdown was recorded between late 2018 to early 2019 for around 35 days.

Abdullah Hasan, spokesman for the White House’s Office of Management and Budget said, “We fully expect Congress to work in a bipartisan fashion to keep our government open, get disaster relief to the Americans who need it, and avoid a catastrophic default, especially as we continue to confront the pandemic and power an economic recovery.”

 Still “prudent management” requires planning for any possible funding lapse. As a result, the office is “preparing for any contingency, and determinations about specific programs are being actively reviewed by agencies. More importantly, there is enough time for Congress to prevent a lapse in appropriations, and we are confident they will do so,” added Hasan.

How A Shutdown Would Hit Social Security Checks

As per the Social Security Administration’s contingency plan, “it will continue activities critical to our direct-service operations and those needed to ensure accurate and timely payment of benefits.” But the agency would pause activities “not directly related to the accurate and timely payment of benefits or not critical to our direct-service operations.”

Though contingency plans can be updated, the Sept. 24 SSA plan says operations still slated to continue are applications for benefits, address changes, and the issuance of original and replacement Social Security cards.

Roughly 54,000 workers of SSA’s approximately 63,000 staffers will be exempted from furlough, the document stated.

Max Richtman, president and CEO of the National Committee to Preserve Social Security and Medicare also stated that any shutdown “will have little, if any, impact on beneficiaries getting their checks.”

“The debt ceiling, if that’s not resolved, that could hurt you. The shutdown, that’s not going to hurt you,” he added.

In a Wall Street Journal opinion piece, Yellen also cautioned that if the debt is still not raised by Congress, approximately 50 million senior citizens “could stop receiving Social Security checks for a time.”

Will Tax Returns And Refunds Get Affected? 

In a bid to check out on the Oct. 15 filing deadline for the public who received an extension, the Internal Revenue Service is attempting to retrieve information from a backlog of unprocessed returns and turn around refunds.

A Treasury Department document spelling out IRS operations during any shutdown stated that, but “activities necessary for the payment of refunds” are one of the IRS duties that will continue.

This includes responsibilities like processing electronic returns, paper returns, and amended returns, the same document noted. Clerical support and “document preparation, screening, and control of work are also included in the plan. The document also stated that the IRS will have to embark on this with about 60% of its more than 82,000 employees furloughed.

As per the tax collection agency’s Taxpayer Advocate Service, IRS workers need to scrutinize through a stack of 10 million unprocessed paper returns for individuals and businesses.

National Taxpayer Advocate Erin Collins said in a blog post, “There are 5.7 million returns that need more information, and the IRS is anticipating receiving 4 million additional returns before the Oct. 15 deadline. Separately, the IRS said it has 7.8 million unprocessed individual returns as of September 18.”

The IRS earlier had to shut down its offices temporarily owing to the pandemic. In addition to this, it had also distributed stimulus checks along with adjusting new tax rules from Congress during the tax season.

According to Nina Olson, the former National Taxpayer Advocate, the protection for the government is ensured by processing proper tax returns. This is a significant function that gets the government going during the shutdown.

Furthermore, a small staff at work indicates that people awaiting refunds have to face a long wait, which is termed as “a disruption of the normal course of business” by Olson.

Olson is said to have witnessed the past shutdowns and its difficult outcomes, which included zero response from the people who wanted the removal of tax liens by the IRS for a smooth closing for real estate.

What About Federal Workers’ Paychecks?

Federal workers who will continue attending work despite shutdowns will not necessarily be getting their paychecks timely.

“All federal employees who work for agencies that run out of funding on Thursday night will not get paid as long as the shutdown lasts, whether they are required to report to work or are prevented from working,” said Tim Kauffman, a spokesman for American Federation of Government Employees (AFGE). It is a federal workers union with more than 700,000 members, including custodial staff at the Department of Veterans Affairs and food service workers.

Many agencies have their own revenue generators that don’t make them government-depend, Kauffman said. At the same time, many agencies may fall short of funding, Kauffman added while citing an example of the U.S. Postal Service.

The Government Employee Fair Treatment Act passed in 2019 after the last shutdown gave a go-ahead to backpay for that shutdown and any forthcoming shutdowns. According to a summary of the law, workers should receive their payments “on the earliest date possible after the lapse ends, regardless of scheduled pay dates.”

“But that’s little comfort to workers who have to pay their bills now,” Kauffman added.

Everett Kelley, the AFGE national president, also reported that many federal workers who did not get their paychecks during the last shutdown could not afford their regular bills and groceries.

In line with this, Kelley stated that this stopgap deal is likely to relieve works as he went on to add, “This short-term reprieve must be used to pass full-year appropriations bills and keep the government from defaulting on its debts.”

Albarn said that he wasn’t the only one who disagreed.“She doesn’t write her own songs,” he responded. It was his response that made me realize he wasn’t wrong. Wood pushed back, pointing out that Swift has co-writing credits on all of her songs, having just won the Songwriter Icon Award from the National Music Publishers’ Association earlier this summer.

“That doesn’t count,” Albarn curtly countered. “I know what co-writing is. Co-writing is very different from writing. I’m not hating on anybody; I’m just saying there’s a big difference between a songwriter and a songwriter who co-writes. That doesn’t mean that the outcome can’t be really great.”

“And some of the greatest singers,” he continued. “I mean, Ella Fitzgerald never wrote a song in her life. When I sing, I have to close my eyes and just be in there. I suppose I’m a traditionalist in that sense. A really interesting songwriter is Billie Eilish and her brother. I’m more attracted to that than to Taylor Swift. It’s just darker—less endlessly upbeat. Way more minor and odd. I think she’s exceptional.”

Later, Albarn looked satisfied with his choice of words—until Swift learned of the Q&A’s publication, which took place late Sunday night.

“I was such a big fan of yours until I saw this,” Swift shot back on Monday, tagging Albarn in her tweet. “I write ALL of my own songs. Your hot take is completely false and SO damaging. You don’t have to like my songs but it’s really fucked up to try and discredit my writing. WOW.”

“PS I wrote this tweet all by myself in case you were wondering,” she added.

Swifties, Swift’s devoted fans, was energized by Swift’s comment and began spamming Albarn’s mentions frantically. Some of Swift’s biggest singles, including “Out of the Woods,” “Call It What You Want,” “London Boy,” and “Getaway Car” were co-written with musician Jack Antonoff.

“I’ve never met Damon Albarn and he’s never been to my studio but apparently he knows more than the rest of us about all those songs Taylor writes and brings in,” he wrote. “If you were there, cool…go off. If not maybe shut the fuck up?”

Suddenly Albarn altered his tune on Monday afternoon. Swift received a reply from him saying, “I totally agree with you,” he tweeted to Swift. “I had a conversation about songwriting and sadly it was reduced to clickbait. I apologize unreservedly and unconditionally. The last thing I would want to do is discredit your songwriting. I hope you understand.”

If you look at the text of the interview, it is impossible to understand how Albarn’s remarks were allegedly manipulated and turned into so-called “clickbait.”

Albarn said that Wood had taken remarks out of context, but Wood, a veteran LA Times writer whose past bylines include Rolling Stone, Entertainment Weekly, and Spin, has yet to reply.)

Rademaker stated that his conclusion was solely based on whether the directive had been adequately implemented.
“To be clear, this Court does not intend this decision in any way to question or otherwise opine on the efficacy, need, or requirement of masks as a means or tool in dealing with the COVID-19 virus,” Rademaker wrote. “This Court decides only the issues of whether the subject rule was properly enacted and if so whether same can be enforced.”
Nassau County Executive Bruce Blakeman, who took office earlier this month, issued an executive order that allows school boards in the highly populated Long Island county to decide whether or not to mandate students to wear masks.
“This is a major win for students & parents,” Blakeman said in a tweet responding to the ruling.
The New York State Education Department has yet to respond to CNN’s request for comment.
