CHARLOTTE, N.C. — In a shocking and senseless act of violence, 23-year-old Ukrainian refugee Iryna Zarutska was brutally murdered on a Charlotte light rail train on August 22, 2025. The horrific attack, caught on surveillance footage, has ignited nationwide fury, raising urgent questions about public safety, justice system failures, and mental health accountability.

Who Was Iryna Zarutska?

Zarutska fled Kyiv in 2022 after Russia’s invasion, determined to rebuild her life in America. A talented artist with a degree in restoration, she was studying at Rowan-Cabarrus Community College and working as a line cook while dreaming of becoming a veterinary assistant.

Friends described her as “resilient” and “beautiful.” On social media, her close friend Ulyana Kozlovska wrote: “Ira was a light in every room.”

A GoFundMe campaign for her grieving family has already raised over $74,302, underscoring the global heartbreak over her death.

The Chilling Attack

On the night of August 22, Zarutska boarded Charlotte’s Lynx Blue Line after work. Surveillance footage shows her scrolling on her phone with headphones on — unaware of the danger behind her.

Within minutes, 34-year-old Decarlos Brown Jr., a homeless man with a long criminal record, pulled out a knife and stabbed her three times, including in the neck. Zarutska collapsed and died on the train floor before help could arrive.

Brown fled at the next stop but was quickly arrested. He now faces first-degree murder charges.

Who Is the Suspect?

Brown’s criminal record stretches back more than a decade — including 14 arrests for armed robbery, assault, and more. He served five years in prison and was released in 2020.

Just months before the murder, Brown was arrested again for erratic behavior — sparking questions about why he remained free despite clear warning signs.

One frustrated social media user asked bluntly: “How was this man on the streets?”

National Fury and Demands for Change

The release of the disturbing train footage on September 5 triggered nationwide outrage.

  • Charlotte Mayor Vi Lyles called the killing a “senseless loss” and promised security upgrades.
  • CATS officials pledged to triple their security budget and install more cameras.
  • Transportation Secretary Sean Duffy and even Elon Musk weighed in, criticizing lax safety measures.

Yet critics argue systemic failures — from slow police response times to lenient justice policies — made the tragedy inevitable.
