Charles Joseph Scarborough (born April 9, 1963) is a co-host of Morning Joe on MSNBC alongside his wife, Mika Brzezinski. He is also an attorney, political pundit, and former politician. On the same network, he formerly hosted Scarborough Country.
Scarborough, a former Republican, represented Florida’s first congressional district in the U.S. House of Representatives from 1995 to 2001. Scarborough also attended the Harvard Institute of Politics while at the Harvard Kennedy School of Government as a visiting fellow. In 2011, he was recognized as one of the world’s 100 most influential people by Time magazine.
Joe Scarborough’s Early Life
Scarborough’s parents, businessman George Francis Scarborough and Mary Joanna (née Clark) had him in Atlanta. They are two of his three siblings. His family initially settled in Pensacola, Florida, but eventually relocated there from Elmira, New York, in 1973. Scarborough graduated from Pensacola’s Catholic high school. In 1985, he graduated with a BA in history from the University of Alabama, and in 1990, he received his JD from the University of Florida. During this time, he coached high school football and taught music to students while simultaneously writing songs and producing CDs for his band, Dixon Mills (including their album Calling on Robert E. Lee).
Joe Scarborough’s Career
After passing the Florida bar exam in 1991, Scarborough opened a law business in Pensacola. The brief representation of Dr. David Gunn’s 1993 murderer, Michael F. Griffin, by Scarborough was his most high-profile case. He initially represented Griffin in court but eventually recused himself, saying, “There was no way in hell I could sit in at a civil trial, let alone a capital trial.”
This remark was made in reference to the possibility of prosecutors seeking the death penalty against Griffin. However, Scarborough helped Griffin select alternative attorneys from the many who offered their services and assisted in protecting the family from media exposure without charging a fee.
In late 1993, Scarborough helped organize a petition drive to stop a 65 percent rise in property taxes for the city of Pensacola. This helped elevate his political prominence. An ACU lifetime grade of 95% was awarded to him in June 2000, during his career in Congress. He put his signature on the United States contract. Rep. Scarborough’s committee assignments included Defense, Judiciary, Government Reform, and Education. He assumed the position of Civil Service Committee chairman in 1998.

Scarborough was selected as the new parliamentarians’ political director. Following his appointment by Newt Gingrich as speaker of the House to lead a Republican task force on education, Rep. Scarborough sponsored legislation that would have required the United States to withdraw from the United Nations after a four-year transition period and voted to eliminate federal money for public broadcasting in favor of making it self-sufficient.
Additionally, he supported the “Medicare Preservation act of 1995,” which reduced Medicare’s planned expansion by $270 billion over 10 years, and voted against the “Small Business Job Protection Act of 1996,” which increased the minimum wage to $5.15. Voting conservatively on economic, social, and foreign policy issues, Scarborough was considered as moderate on environmental problems and human rights causes, including his support for the closure of the School of the Americas and his defense of alleged terrorist Lori Berenson.
During his time in Congress, Scarborough was honored by numerous organizations, including Americans for Tax Reform (with their “Friend of the Taxpayer Award”); the National Federation of Independent Business (with their “Guardian of Small Business Award”); the United States Chamber of Commerce Citizens Against Government Waste (with their “Taxpayer’s Hero Award”); and the 60 Plus Association (with their “Guardian of Seniors’ Rights Award”). Among the 228 House members who voted to impeach Bill Clinton in December 1998, Scarborough cast a yes vote.
