Waukegan Resident Charged With Burglary And Vandalism
Prosecutors said that a Waukegan man who has been jailed 67 times and has seven outstanding criminal cases was detained after he broke into a bar and urinated “all over” the establishment.
The 52-year-old Waukegan resident Ricky A. Hayes was charged with burglary, a Class 2 felony.
Ayah Elfarra, the assistant state’s attorney for Lake County, stated that the North Chicago Police Department was called to Toby’s Tavern, located at 1930 Green Bay Road, on April 2.
As police responded to the burglar alarm complaint, they discovered Hayes carrying beers in his pockets and hands as he left the grill and bar. Hayes had feces all over the building, according to a search of the establishment, Elfarra claimed.
Additionally, cans of beer were gone and a refrigerator was left open. Hayes acknowledged breaking into the locked pub, according to Elfarra, and claimed he did it to stay warm.
Although Hayes was released on pretrial release in other cases, prosecutors filed a petition to revoke his release in one of those cases because Hayes had violated his release conditions. Despite this, the burglary offense is not punishable by detention under the SAFE-T Act.
In Lake County, Hayes has seven active criminal cases at the moment. Since October, Hayes has been taken into custody around once every month, according to Elfarra. “He clearly can’t control himself and his violations of the law have escalated in severity.”
According to Elfarra, the individual has spent many sentences in the Illinois Department of Corrections and has been arrested 67 times since 1989. Theft, home burglary, and burglary are a few of the offenses that result in those punishments.
Hayes was remanded to the Lake County Jail after Lake County Judge Theodore Potkonjak granted the motion to revoke his release. Potkonjak stated that Hayes’s arrest history was more warrant-filled than a Guinness World Record, as the judge considered several criteria before deciding to hold the man.
