Fairport Harbor is attempting to secure a part of additional Community Development Block Grant money that Lake County has made available. At its regularly scheduled meeting in November, Village Council gave the go-ahead to submit an application for a $161,500 Community Development Block Grant. The funds would be used by Fairport to contribute locally to a project that will upgrade the storm and sanitary sewers on Chestnut Street.

According to Mayor Timothy Manross, if Fairport Harbor receives the grant, it would free up cash in the village budget that could be utilized to enhance other roadways. The village plans to upgrade the sanitary and storm sewers throughout the whole length of Chestnut Street, which spans Fifth and Third streets. According to Village Administrator Amy Cossick, the Chestnut Street redevelopment would include:
The complete sanitary main sewer will have new lines.
• Changing about 1,000 feet of storm sewer
• Upgrades to sanitary and storm laterals for all properties
• After the construction is finished, Chestnut’s full length will have its pavement resurfaced.
The Chestnut Street project is expected to cost $825,000 in total. A decision to approach the Ohio Public Works Commission for a $350,000 grant and $50,000 loan for the renovation was approved by the village council in October.
The project’s financial package also includes $425,000 in local revenue in addition to the OPWC funds. $263,500 will be provided by the Lake County Utilities Department, $26,500 by the Lake County Stormwater Management Department, and $16,500 by Fairport Harbor.
When Lake County recently announced the availability of $800,000 in new CDBG funds, Fairport Harbor discovered a potential alternative to using money from its general fund budget for its local contribution.
The county specifically mentioned in a public notice that an additional $800,000 in CDBG funding for the fiscal year 2022 was being offered for projects in the Public Facilities/Improvements Category. The county indicated in its announcement that some examples of qualifying uses are “acquisition, construction, or installation of public works, facilities, and the site or other upgrades or rehabilitation of buildings or improvements.”
Applications for grants from the most recent CDBG funding round were due to the Lake County Planning and Community Development Department by Nov. 16 for consideration. The U.S. Department of Housing and Urban Development provides Lake County with an annual allocation for the purpose of managing CDBG funding. Every spring, the county welcomes applications from municipalities that are interested in housing programs, economic development initiatives, community improvements, and public services.
The list of beneficiaries is then approved annually by the county commissioners, along with a description of the projects or activities that will be supported by the awards. In its notification, Lake County referred to the $800,000 in additional money as “a proposed substantial adjustment to the consolidated plan/2022 annual action plan” for the CDBG program.
According to the notification, the additional funds would be provided by “available program income and prior year funds of the Community Development Block Grant Program from the U.S. Department of Housing and Urban Development.”
