LAKE COUNTY, Calif. — The analysis used to develop the suggested increased rates for Middletown sewer users will be discussed by the Board of Supervisors this week. The board will convene on Tuesday, November 22, at 9 a.m. in the boardrooms on the first level of the Lake County Courthouse, located at 255 N. Forbes St., Lakeport.

The Lake County Sanitation District Board of Directors will discuss a proposed resolution to receive, approve, and adopt the financial planning, revenue requirements, and rate-setting analysis for the Middletown sewer system at a meeting scheduled for 10:15 a.m. The board will be in session as the Lake County Sanitation District Board of Directors.
Since sewage rates were adopted for the district in 1995, according to Special Districts Administrator Scott Harter and Special Districts Deputy Administrator Jesus Salmeron’s report to the board, the rate structure has not been modified.
“Rates were scheduled to be analyzed when the Valley Fire broke out. Because of that and subsequent disasters, the examination and any recommended rate modification were postponed. Early in 2021, district employees worked with the California Rural Water Association to conduct a Financial Planning, Revenue Requirements, and Rate Setting Analysis to assess the district’s financial condition and, if necessary, support a rate increase that complies with Proposition 218.
According to the article, there will be no discussion or action on Tuesday on rate adjustments. Instead, a public meeting will be held on December 6 to discuss the rates.
The attached financial planning, revenue requirements, and rate-setting analyses are being submitted to the board on Tuesday for adoption in advance of the public hearing.

Accept the proposal to close Behavioral Health Services offices on Friday, December 16, 2022, from noon to 5 p.m. for the winter staff training session.
Adopt a resolution authorizing an amendment to the standard contract between the county of Lake and the Mental Health Services Oversight and Accountability Commission, and give the director of behavioral health the authority to sign both the grant award claim form and the amendment to the standard contract. The amendment will go into effect on the date the contract is executed and will last until September 30, 2026.
Authorize the board chair and department head to sign amendment No. 1 to the participation agreement between the county of Lake and the California Mental Health Services Authority. This amendment includes changes to Exhibit C, which details participant-specific committed funding and payment terms, and Exhibit D, which details the participant’s contingency budget.
Adopt a resolution revising Resolution No. 2022-119, which establishes Budget Unit 2602’s position allocation for the upcoming fiscal year (2022-2023).
Approve a change to the new 2023 Ford Explorer purchase price from $25,000 to $50,000 for the Building & Safety Division.
Approve the certification and equitable sharing agreement between the Lake County Sheriff’s Office and the US Department of Justice, and give the sheriff and chairman the go-ahead to sign them.
Approve the $141,465 Emergency Management Performance Grant application; B) give Sheriff Brian Martin permission to sign the sub-recipient grants management assessment form and the authorized agent document; C) give County Administrative Officer Susan Parker permission to serve as the county’s authorized agent and sign the standard assurances and initial each page, the lobbying certification, and the FFATA financial statement.
Approve the agreement for the Housing Support Program between the county of Lake and North Coast Opportunities Inc. for the period of July 1, 2022, to June 30, 2025, and give the chair the go-ahead to sign it.
